IPAR Observatory Report:The Rwandan Education and Skills

The Rwanda Public Policy Observatory is designed to provide easily accessible guides to the laws and policies of Rwanda. Each guide will provide a brief and simple guide to the laws and policies in a given area of public policy. The guides will be invaluable as an introduction and easy source of reference for all those interested in any given area of public policy.

A study of the Impact of land reforms and policies on Women’s Economic Empowerment

IPAR has been awarded a tender by Oxfam to carry out a study of the impact of land reforms and policies on women’s economic empowerment. Work has begun on the project and the report is due to be completed by mid April

Equity and Efficiency in the Allocation of the National Budget and its Impact on Quality Education for all:

A major challenge for Rwanda’s schools is ensuring that recent increases in access translate into quality education for every child in Rwanda. IPAR has two on-going research projects which will help inform government policy in this area. The main project is exploring equity and efficiency in the primary school funding system. The second, smaller, project is assessing how to define “quality” in primary education in Rwanda and some of the key policy challenges in delivering it. Fieldwork for both projects has been completed with an interim report for the funding project due soon and final reports due later this year.

Disaffected and Delinquent Male Youth in Rwanda
The research aimed to answer a number of questions relating to the handling and treatment of disaffected and delinquent youth in Rwanda. Providing residential rehabilitation and training is expensive and therefore it needs to be used for those young men most in need of and likely to benefit from such training.
